very satisfactory, and I must say that I am surprised that the Treasury have agreed to approval of this expenditure. I have passed the telegram, but when it has gone, a fuller explanation should be given to Mr. Serpell of the reasons why we did not put the £25,000 proposal to them last July. The reason was, of course, that we had no details of the individual schemes and indeed the Governor himself had no particulars. In the interests of our future relations with the Treasury, we must be careful not to mislead them on matters like this. We must also get the information asked for in the last paragraph of Mr. Serpell's letter.
I am as anxious as anybody to get on with proper development schemes in Hong Kong, but we certainly ought to have some more precise information about such schemes before approving expenditure.

We had in July all the details of Dr. Herklots' schemes which we have now. They are contained in the memoranda at 1, 6 and 7 and the letter to Mr. Caine at 2 on 19875/17. We do not know, however, whether the Governor had approved these schemes in detail or which of them were covered by the Estimates. my understanding the telegram at 14 was sent to seek information on these points.

In regard to the information asked for in the last paragraph of the Treasury letter at 26 I regret that my marginal note below 26 did not make it clear that Mr. Serpell definitely said he did not now require further information. He explained that the letter had been prepared for his signature and that to save time he had not had it revised in the light of subsequent conversation with me. He asked me to disregard this paragraph.
