Please see the Governor's savingram at 16. You will remember that our original plan was to seek authority from the Treasury for £25,000 to be made available at once for Dr. Herklots schemes. It now appears that £15,000 will be sufficient over and above what is allowed in the Estimates. I have attached opposite a draft letter to the Treasury asking for approval for this amount.

You may also care to see the letter from Dr. Herklots to Sir H. Tempany in which he sets out the proposed organization for the Agricultural Department within the Secretariat. We have written to the Treasury on 54268/1 seeking approval for the establishment or the post of a senior Agricultural Officer
and when Treasury agreement is obtained the letter at 5 will no doubt be valuable in considering candidates for this post.
There seems to be considerable overlapping between this file 54236 and your file 19875/17. You may wish that 19 on this file if not the previous papers should be transferred to yours.
