You may care to see the attached letter from Dr. Herklots. and my draft reply.

2. I have sent forward the file of Mr. Stevens, who has declined the offer of appointment as Director of Fisheries, separately.

3. In a minute dated 23rd July, I recorded that Dr. Herklots had agreed that we should not for the moment pursue the question of making available to him £25,000, in view of the fact that a sum of £.75.7.48.. was included in the Governor's telegraphed stimates under the head of Development Secretariat. You will see that Dr. Herklots now suggests that this sum will not in fact be available to him for the short-term development purposes he has in mind, In view,however, of Treasury's reaction when we suggested that a special sum of £25,000 should be approved for this purpose, I think we can only reply to Dr. Herklots on the lines of the draft herewith, and take the matter up with the Governor as soon as detailed Estimates are received and the general financial position has been agreed with the Treasury.

4. A reply has now come in from the Governor about the post of Superintendent of Gardens. He clearly does not want Dr. Herklots to pursue the matter here, and as the latter has arranged to see Sir Edward Salis- bury, I think we should send him a copy of the Governor's telegram.

5. As in this case the letter must be despatched today, I send forward in red.
