Chief Internal Events Reported.
(a) General Chiang Kai-shek has ordered drastic steps to be taken to prevent uncontrolled increases in cost. of rice and other foodstuffs in Shanghai and Nanking areas especially.
(Sing Tao Jih Pao, 9/5).
(b) Banditry in South-West Kwangtung appears to be increasing. The bandits control considerable territory and have appointed their own magistrates and police. now described as "Communist Bandits" Canton, 7/5). Total number about 9,000. Pao, Canton, 9/5).

1,000 bandits have been rounded up in Hainan. (Tai Kwong Pao, Canton, 7/5).
(c) Mr. T.V. Soong is named as Special Envoy to U.S.A. to secure a U.S.$500,000,000 loan for China. Jih Pao, 8/5).

Comments on Internal Events.
(a) "New Life Evening News" of 9/5 describes the Civil War condition as 'Anti Soviet is anti Democracy'.
(b) "Sing Tao Jih Pao" of 9/5 urges death penalty for food speculators. "Kung Sheung Daily Press" of the same date says that the only hope for China is to stop the Civil War. The food position is worse than at any time during the Japanese War. "Sing Tao Jih Pao" of 10/5 comments with dis- approval on the food control racket in Shanghai.
(c) "Wah Kiu Yat Po" of 9/5 urges Kwangtung Government to suppress the bandits.

The rumoured pending release of Chang Hauch-liang, (the young Marshal) is approved. (Wah Kiu Yat Po, 10/5).
(e) Morale is high on both sides in the Civil War. (Wah Kiu Yat Po, 7/5).
