1. Chief Internal Events Reported.

(a) The Civil War and student strikes protesting against its continuation form the main theme in the Chinese Press this week. Chiang Kai-shek has issued a serious appeal to Chinese students who are becoming increasingly restive to return to their studies and avoid political, and more particularly, com- munistic activities (Wah Kiu Yat Po, 19/5). Students in Nanking, Shanghai, and Peking have struck as a protest against the continuation of the Civil War (Sing Tao Jih Pao, 20/5). On 20/5 students from many colleges held a demonstration re- sulting in clashes with the police: 43 students are missing (Sing Tao Jih Pao, 22/5).

(b) The People's Political Council (China's Provisional Congress dating from the outbreak of the War of Resistance) is in session. The termination of the Civil War is the main sub- ject of discussion. Chiang Kai-shek and leading members of the Government are participating. Proposals that envoys be sent to Communists Headquarters were violently opposed by the military -- (Wah Kiu Yat Po, 22/5). It is proposed to resume an "all party" conference to include the Communists Pao, 22/5).

(c) Inner Mongolia is reported to be considering separa- tion from China (Wah Kiu Yat Po, 20/5).
