The possibility of "rapprochement" between China and Russia was given prominence as a result of a statement on September 16th by Dr. Sun Fo. The Wah Kiu Yat Po of September 18th roported Dr. Sun Fo as having said that China might find it to her advantage to co-operato with Russia instead of America. conditions of a "rapprochement" would be that Russia would exercise a restraining influence on the Chinese Communists and would return Dairen to Chinese Administration as well as implementing the treaty under which Port Arthur was to be under joint Chinese and Russian administration.
The Kung Sheung was critical of Sun Fo's statement and urged that China should be strictly impartial as between America and Russia.
The Sing Pao of September 19th reported that there was a rumour that the Soviet Ambassador was shortly to return to Nanking, and that this foreshadowed a change in the Sino-Russian relations.
It was reported in the Wah Kiu Yat Po of September 16th that the United States Military Mission had established itself in the offices of the Chinese Ministry of National Defence, with whom it is working in close liaison. The pro-Communist Hwa Shiang Pao bitterly attacked the Central Government for inviting foreign participation in the Ministry of National Defence, an action which it denounced as treasonable.

It was reported that Dr. T.V. Soong had given his private fortune to charity, and later in the week came report that he was to be appointed Governor of Kwang Tung. The news of this appointment was generally welcomed. At the same time, according to the Kung Sheung Daily News there was a rumour that Mr. 0.K. Yui, Minister of Finance, was to be appointed to the Governorship of Kwang Tung.
Discussing the situation in Sinkiang the Sing Tao Jih Pao of September 15th urged that the people of Ining, who have frequently been in revolt against the Central Government during the past three years should be given a substantial degree of autonomy, whereby their co-operation with the Central Government would be secured.

HONG KONG,
All local newspapers of September 17th (including the pro-Communist Hwa Shiang Pao) carried a report from Manila that a Chinese Communist Organisation had been discovered there which was under the supervision of Russian Agents in Hong Kong.
