CHINA
In the previous week there had been much speculation over a possible Rapprochement between China and Russia.
There was an abrupt change in the tone in the week under review, with brief and emphatic assertions that China's foreign policy would remain endangered - for example in the Wah Kiu Yat Pao of September 24th. The Kung Sheung Yat Po of September 23rd, advocating a policy of impartialiaty for China, said that China's foreign policy would remain fundamentally the same though there might be some variations from time to time on grounds of expediency.
The Sing Pao of September 24th. held up Britain and France as models for China. To meet the economic crisis Britain had taken drastic measures which were applied to all without any class distinction, whereas in China there was still a privileged wealthy class. France was held up as a model of successful foreign policy. France having skilfully avoided being drawn into either American or Russian camps, and that without offending either class.
All chinese newspapers of September 22nd carried a report that America had agreed to grant a loan of US $300,000,000 to China for the purpose of currency stabilisation.
There was further comment on the appointment of Dr. T.V. Soong as Governor of Kwangtung. The appointment was welcomed by most papers but was fiercely criticisied by the Hwa Shiang Pao and the Kung Sheung Yat Po reported that the Control Yuan was dissatisfied with the appointment because the Control Yuan had at one time made unsuccessful attempts to impeach Dr. Soong.

There was no comment to note on local affairs. chief event of the week was the official visit of General Chang Fa-kwei, which was, of course, prominently reported.

WORLD AFFAIRS
The
The pro-communinist Hwa Shiang Pao observed that American Imperilaism was a threat to the existence of the United Nations. The Sing Tao Jih Pao also tended to blame America for the growing rift in the United Nations. The Wah Kiu Yat Po of September 26th accused both the United States and Russia of endangering world peace by their defensive measures against each other. It is urged that all the other nations
