156. Mr. Janner asked the Secretary of State for the Colonies whether, in view of the desirability of establishing a regime. at Hong Kong which will provide a work- ing model of a progressive and democratic community for the benefit of people in the Far Fast, he will arrange, at an early opportunity, to provide the Government of Hong Kong with expert political ad- visers, labour experts and means to put into operation an effective pan for the social and economic development of the colony.

Mr. Creech Jones: The Governor has asked for the appointment of a political adviser with experience in China and action to give effect to his request is in hand. A second labour officer has re- cently beer appointed and the question of creating an additional post, to be filled by a person with trade union experience, is under consideration. A representative local committee is assisting in the prepara- tion of a comprehensive plan for the social and economic development of the Colony.
