(Political Liaison Officer Hong Kong).
I agree generally with Governor's views and believe that the appointment of a political liaison officer will be of great advantage both to the Hong Kong Government and to the Embassy.
2. I fully share Sir M. Young's dislike of appointing an outside "expert".

I hope temporary secondment of a foreign service officer may be found possible.

I suggest that attachment for at least One year to His Majesty's Embassy should be part of training of any Hong Kong cadet [sic] or Colonial service officer selected to be liaison officer: and if it is impossible to second a foreign service officer to fill the post now, the Colonial officer selected should spend as long a period as possible attached to my staff before assuming the post.
