"Lt. Col. Harmon has been serving with this
organization as a liaison officer with the Chinese Authorities in Chungkin, since 1947.

"His excellent contacts with the Chinese have proved of great value and they undoubtedly have confidence in him. He has an objective and realistic attitude towards Chinese problems and has an exceptional knowlede of the spoken language, (Mandarin)."
"Lt. Col. Harmon has been offered a post by the Chinese Authorities in the Salt Gabelle, but it is felt that his special qualifications would prove of great value to the Hong Kong Government were he employed as an official Liaison Officer.
He is strongly recommended for some special appointment by H. M. Ambassador, Chungking, and by General Carton deWiart, both of whom have known Lt. Col. Harmon personally for a considerable period and are familiar with his work.
