Letter has been received from Mr. Gordon Harmon asking to be considered for post of liaison officer between Hong Kong and Chinese Governments. While he is not considered suitable for post of Political Adviser, you may wish to consider him for post of Public Relations Offi iper.

Person named is no doubt known to MacDougall. Particulars are as follows:

British, Resident in China since
1919. Speaks fluent Mandarin. Employed during the war by Inter-Services Liaison Office and given the local rank of First Secretary Embassy. At present Press Correspondent for the Kemsley group of newspapers. Awarded 0.B.E. last Birthday Honours' List.
3. His name was put forward in November 1945 by the organisation for which he had worked during the war who stated that he was strongly recommended by General Carton de Wiart and Sir Horace Seymour. The matter was referred to the Foreign Office who replied in letter dated 14th January, 1946 as follows. Begins.
