1. I regret delay in replying but

negotiations with Foreign Office

abouts

regarding secondment of Foreign Service

Officer with experience of China have

been protracted by their staff

difficulties. They have now offered

to release C.B.B. Heathcote-Smith at

present serving in United Nations

Department of Foreign Office. He would

be available in June for period of 3

years. Foreign Office look on him as

intelligent, efficient, and tactful and

are sure he would do well in the post.

Particulars are as follows, born, 1912;

appointed Vice-Consul in China in 1936

and served there until 1945 with

exception of a year in Teheran in 1942;

acted as Consul at Kweilin from 1943-

1945, since when he has been in Foreign

Office.
