the Chinese Counsellor for training, and that free

quarters and local cost of living allowances eeld

be provided in the manner McDougall has suggested.

On the second of the questions to which I

have referred at the beginning of this letter,

McDougall's, letter reads as follows: " (the last

2 paras. of 47) " From your letter to me F1369/376/G

of the 7th February, I take it you would give your

blessing to the suggestion that, as often as possible,

arrangements should be made for a H.K. Officer to

accompany the Consul-General, Canton, or his Consuls

on their tours to out-lying parts of the Province.

In my reply to McDougall I should like to be able

to say that this suggestion has the support of both

the. Colonial Office and Foreign Office, and to

suggest to him that he should make appropriate

arrangements with the mbassy and with Canton.

Yours sincerely
