You will remember that the earlier correspondeme between Kitson and Mayle leading up to the appointment of Heathcote-Smith as Political Adviser to Hong Kong covered also two other questions, namely
(a) whether the post of Political Adviser should
revert to the Hong Kong Service at the end of Heathcote-Smith's three year tour,
snd
(b) other arrangements to enable officers of the
Hong Kong Service to establish and maintain contact with the Embassy in Nanking and Consulate staffs in other parts of China.
On the first of these two questions the Foreign Office were, I think, a little uncertain as to whether the appointment of Political Adviser should revert to the Colonial Service after 3 years (see a letter to dale F.1264/376/10 of 3rd February). We left it
therefore that we should defer coming to a decision
Since then, on this question for the time being. however, it has been necessary to declare the post of
