I think that we had better have
a personal file opened for Mr. Heathcote- Smith now. The relevant correspondence
from this file should be transferred to it. Would you please arrange for this to be done and for this file to be returned to the Registry as quickly as possible. The correspondence to be transferred to the personal file will, of course, include the communication from the Finance Officer of the Foreign Office, dated 4th September, which is loose in this file, and on which some action requires to be taken.
