The Ambassador while recognizing the importance of this post finds difficulty in releasing an officer to fill it. I have drafted for conson a letter for sir T. Lloyd's signature as suggested in my minute of 25.2.47.

After this draft has been considered the file should be recirculated for consideration of the last two paragraphs of my minute above.
