You mentioned the question of the agreement with the Hong Kong Electrical Companies (Hong Kong Electric and China Light and Power Company). I think it would be simplest if you saw the original correspondence and if thereafter I came over and discussed the matter with you. I accordingly enclose the original despatch from the Civil Affairs Administration and I summarise the position below for our mutual convenience.
2. The agreements may be summariscă as follows:-
(1)
the agreement to operate for six months from 1st September, 1945 to 28th February, 1946;
Government to pay all expenses except Directors' fees;
