Marriages.
I agree with your proposal. The safeguard set out in my minute of 18th April, however, replaces the latter part of proviso. You will see that it
applies only to cases where either of the parties have married another person. The first part of the proviso relates to any marriage which has been declared invalid, whether either of the parties has remarried or not.

2. As regards divorces, I do not think anything should be done with regard to the two cases where further proceedings have been taken. In the other two cases, I think the first thing to do is to communicate with the parties concerned, explaining the situation, including the point about domicile unless it is quite clear that they were in fact domiciled in Hong Kong. I agree that the Chief Justice should have taken care of this point; but I should have thought the presumption was that Europeans are not domiciled there.
3. In the case in which we have had correspondence with Solicitors, I still think the first step should be to ask them to come and discuss the question. In the remaining case steps will of course have to be taken by the Government of Hong Kong. This is a very delicate matter, and we must not be rushed into any precipitate action.
