(4) that the importance of English teaching in China is manifest.
(5) that the Chinese would welcome facilities for the training of their teachers of English in Hong Kong.
(6) that Hong Kong University could train such teachers destined for work in China "with little extension of staff and facilities".
The last three of these arguments are concerned with the training of teachers for China and as such (a) do not support an application for British Council assistance on the Colonial side and (b) are concerned with what have been called the "Lugard" functions of the University which are at present in abeyance.
As far as the case for the training of additional teachers for Hong Kong is concerned, Miss Baker has said that the teaching of English does not come within the Definition Document and it may well be that were any additional money to be made available for the British Council activities in Hong Kong it would be claimed for more direct Council activities. (The Council's representative complained bitterly of the alleged cramping inadequacies of his resources when I was in Hong Kong in January).
Nevertheless there is obviously a case for increasing the facilities for the training of teachers and teaching of English in particular and I suggest that the reply to 15 should be that, for the reasons given it is unlikely that any financial support will be forthcoming from the British Council on the Colonial side but that, 88 well as sending a copy of the enclosure to the Council we have sent one to the Foreign Office with a request that they will consider whether the Council should be asked to give financial support for the project on its foreign side.
In a Despatch of the 15th February on 54147 the Governor applies for C.D. & W. assist- ance towards the cost of a number of building projects for the University. Included is a plan for the building of accommodation for the training of teachers at a cost of £20,000. This application is still under consideration and I have put a copy of this minute on file 54147.
