Mr. Adams, Mr. Scarlett and I met on the 12th July to review the question of the eligibility of Colonial University Colleges to administer C.D. and W. schemes and of the provision to them of all instructions necessary to enable them to administer the schemes correctly.

During the discussion it was stated that (i) the University Colleges of Malta and Makerere were fully qualified to administer C.D.. schemes, and had copies of all the necessary circulars, accounting instructions etc.
(ii) The University Colleges of the West Indies and Ibadan were likewise fully qualified, and were in possession of all necessary instructions except for final accounting instructions which would probably be issued by the end of July.
It was agreed

(a) that steps should be taken at once to determine the qualifications whereby the University Colleges of Hong Kong, the Federation of Malaya and Gold Coast would be enabled to administer CW.D. schemes.
(2) that as soon as we were satisfied that the se three colleges were fully qualified to administer schemes we should provide them with all necessary information to enable them to subunit applications for C.D.W. assistance even though they might not intend to draft any in the immediate future.
(c) that the instructions under (b) were to include a reference to the policy regarding fixed price schedule contracts where C.D.W. funds were involved, and to the decision recently agreed by the Treasury (see the 1948 file not attached) that income from rent from staff houses should be placed into a capital account for upkeep etc. of buildings.
I should be grateful if Accounts Department would initiate the necessary action to implement the agreement reached at the meeting.

I feel that the first step (i.e. establishing that these bodies satisfy the requirements of the "Grants" memo of July, 1948) is not one that the Accounts Department could properly undertake.
