With reference to the forthcoming visit next

spring of visitors from the Inter-University Council

to the University of Hong Kong, I am, etc., to

request you to inform the Council that he is anxious

to take this opportunity,

before the proposed

delegation proceeds to Hong Kong, to refer to some

of the reasons which, in Mr. Creech Jones' view, make

continued support of the University, and particularly

its early abilit

political background against which the position of

the University has to be viewed has changed sub-

stantially. Communist forces have overrun the

larger part of the Chinese mainland, and have

taken over the Chinese Universities. H.M.G. have

publicly stated in Parliament and elsewhere their

intention to maintain their position in Hong Kong,

and, while anxious to live on friendly terms with

their neighbours, have felt it desirable some months

ago substantially to rainforce the garrison of Hong Kong
