chances of getting C.D. & W. assistance are thin. Another s. o. to the Governor is probably the bes way and, as to its timing, Mr.Kirkness' idea of waiting until we have notified the Governor definitely of the I.U.C. delegations visit has much to commend it. On return of this file will Mr. Kirkness please consider further?

(e) Last paragraph of Mr. Paskin's minute of 7/5 and your minute of 20/5. The suggestion that the Hong Kong University should "spread itself so as to become an effective centre for Sino-British contact in the sphere of learning" is even less a runner now, both with the Foreign Office and, even more, with the Treasury,t than it was on 20/5. Even if we could produce a good concrete political case (which we can't amid so much uncertainty) and were able to carry the Foreign Office with us, there would be no hope in present circumstances of getting money out of the Treasury.

? We might perhaps look at the idea again next summer.

and (82) on the 1940 file, my minute of 17/1 thereon, and (1) on this file, 2150,000 was included in the Estimates for 1949/50. this has been drawn yet and it seems most unlikely now that ther will be time for decisions to be taken as a result of the I. U.C. delegation's visit to Hong Kong at Christmas and for money to be drawn before the 31st March 1950. I have discussed with Mr. Bryant, who advises that we should explain this to the Treasury and put in for the whole £250,000 for 1950/51. I have also spoken to Mr. Moberly of the Treasury, who of course wasn't prepared to commit the Treasury to agreeing to the whole $250,000 going in for 1950/51. If any revised plan agreed on dropped the idea of investing H.M.G.'s £250,000 in one fell swoop and proposed to use it, for instance, on building, then it might well be that all of it would not be required in 1950/51. However I think we should make out the best case we can for the whole of the sum in 1950/51.

If you agree, may papers please be recirculated to Mr. Kirkness to draft a letter to the Treasury? (Mr.Bryant suggests that the same letter should comer the airport loan requirement 22923/12/1A which is being submitted to your separately).
