that the British Council should be asked to provide for the salaries of 2 lecturers on scales. of £700 - £940 + £300 expatriation allowance. This would mean a probable minimum of £2,000 a year. Whether such lecturers are in addition to or are those referred to in sub- para (iv) of Section I of Enclosure B is not clear. I assume that they are two of the three asked for in this Despauch. As it is unlikely that assistance for such lecturers will be forthcoming from the British Council there may not be a case for building accommodation to the extent proposed. We should have to clear this
with Hong Kong.
The building of a residential hall for men must clearly be considered in the light of the probable number of students. See para. 4.
The building of residential blocks of flats is I think reasonable. Were the University not expanded in the way that is hoped they would remain an asset to the Colony in the general housing shortage.
