I am having copies of the three despatches made and will send spares as soon as they are available. I have temporarily retained the duplicates from these files. I have also temporarily retained the sketch plans from 54403/2/1 and 54403/2/2.
I will see that the matter is raised with the Inter-University Council in the manner suggested by Mr. Paskin's minute of 7th May, that is only for preliminary consideration and without prejudice to a further discussion.

I have seen and discussed with Mr. Paskin the point in the latter paragraph of his minute of 7th May. agrees with me that this is not a matter, which we need take up immediately. I think both the Foreign Office, and certainly the Treasury, would probably wish to see which way the cat is going to jump before we suggest that the Hong Kong University should spread itself to becoming an effective centre for Sino-British contact in the sphere of learning.
The file might be brought up to consider this matter, say, in two months' time, when the future picture may, perhaps, be a little clearer, or at least when we shall be nearer knowing whether Hong Kong is likely to be the subject of attack by Communist forces in strength. In the meantime please refer the files to Finance Department as proposed.
