1. I have discussed with Mr. Sidebotham and the following is an agreed minute.

I suggest we agree to Dr. Adams' sugestion (made by telephone; that the general despatch on this file and the despatches on the 2 individual schemes on sub-files 2/1 and 2/2 should be shown informally to the Inter-University Council for Higher Education in the Colonies at its next meeting (on 20th May) when it would be explained that the proposals have not yet received official blessing here. We might then expect to get a preliminary view by the Inter-University Council.
At the same time we should ask Finance Department to let us have as early as possible their views from the C.D. and W. angle on these proposals (Finance Department may also advise us that it is necessary to consult the Treasury on the proposed use of H..G. grant of £250,000 vide paragraph 3 d) of (36) on the 1948 file).

Mr. Sidebotham has not had time to study the proposals in any detail yet owing to other Hong Kong preoccupations, but I have explained to him that Mr. Robison has pointed out in his minutes the unsatisfactory financial aspects of the proposals and that, so far as the scheme for a teaching hospital is concerned, it is doubtful whether the Colonial University Grants Advisory Committee will look on it with favour as a scheme for which they would recomend assistance. If these various objections are solvedSmud it looks as if we may have to ask Hong Kong to think again and suggest to them the possible diversion of some of H.M.⠀ s grant to such of their five individual projects (para. 13 of No. 2) as it is considered essential to pursue at once, with a corresponding reduction in the scheme for extended lecturerships etc. which it is at present proposed to finance (for 15 years) from H.M.G.'s grant (para. 10 of No. 2). A decision on our line must await the views of Finance Department and the Inter-University Council. The latter may of course wish to defer any final view until their visiting Committee has been to Hong Kong. (I understand they expect now to go next winter).
