Extract from the Minutes of the Ninth Meeting
of the Colonial University Grants Advisory Committee held on 27th May, 1948.
27.
Malaya:
Application for assistance from
the C.D. and W. higher education allocation.
The Committee RECEIVED the documents circulated as item 9 of the agenda (C.U.G.C./15/48 and C.U.G.C./19/48).
Mr. J.B. Williams and Mr. W. I.J. Wallace (Colonial Office) were present for the discussion of this item.
The Secretary reported that the Executive Committee of the Inter-University Council had discussed the application and agreed to inform the Colonial University Grants Advisory Committee that:-
"(a)
they had considered the applications from Malaya and Hong Kong and advised that first priority should be given to capital expenditure on behalf of the Malayan scheme recommended in the Carr-Saunders Commission report, provided that the site for the University were made available as a free gift;
(b) they suggested that the Colonial University Grant Advisory Committee might reconsider the allocation to Far Eastern projects so as to ensure for Malaya the maximum possible capital grant from the higher education funds, if possible of the order of £1 million;
(c) they considered that the immediate offer of a substantial contribution from C. D. & W. funds would be a great encouragement to local effort to provide the balance of £2 million capital required to implement the recommendations of the Commission's report."
After discussion, the CommitteeAGREED to recommend that a sum of £1 million from the higher education allocation should be offered towards the costs of an approved building programme for the University of Malaya.

University of Hong Kong: Provisional Application for Capital Grant from the C. D. & W. Higher Education Allocation.
The Committee RECEIVED the document circulated as item 10 of the agenda (C. U. G. C./16/48).
Mr. W.I.J. Wallace (Colonial Office) was present for
the discussion of this item.
Mr. Wallace explained to the Committee that the application from Mr. Sloss was submitted only informally for the information of the Committee and that further discussions were necessary concerning the relationship of the two £250,000 grants, from the Hong Kong Government and from the Imperial Government, before applications from the University for assistance from the C. D. & W. higher education allocation could be officially brought before the Committee.
The Secretary reported that the Executive Committee of the Inter-University Council had considered the statement from Mr. Sloss and agreed to inform the Colonial University Grants Advisory Committee that:-
