I write to confirm our recent telephone conversations about the terms of your telegram to Hong Kong on the subject of Hong I might
(73), Kong University (your letter of 6th October refers).
perhaps say here that we hope that in future we shall be sent copies of the relevant documents rather earlier than was done in this instance.
I told you that we were in general agreement with the line taken in your draft,which was po drawn up as to extract from the Governor justification for (a) propriety of expending on the University monies from the U.D.. Higher Education Allocation; and (b) the actual diversion of funds, already provisionally allocated elsewhere, to Hong Kong.
We have discussed one or two amendments which I suggested and the telegram has now been finally agreed. I should be grateful if you will let us have a copy.
