The Hong Kong University case is one of our more difficult outstanding ones and Mr. Paskin may like to refresh his memory before he goes to Hong Kong.

2. He saw on 5/10 (vide minutes) when we were about to issue (75). There has been no reply from the Governor to paragraph 7 of (75) and the matter may well be raised with Mr. Paskin,

Meanwhile the Bishop of Hong Kong, instigated by letters from his diocese (including apparently one from the Governor) wrote to Lady Cripps on 19/10 and asked for an appointment with the Secretary of State (see (79) and enclosures). At (80) is the brief we prepared for the Secretary of State. From the Secretary of State's minute of 26/11 it will be seen that the Bishop did not in fact pursue his approach. It is pretty clear that the Bishop's approach was begun before (75) and (77) reached Hong Kong.

4. We await Hong Kong's overall plan for the University. Whether or not this will include an application for C. D. & W. assistance, it should set out how it is proposed to utilise H. M. G. 's free grant of £250,000 (paragraph 7 of (75), and (44)).
