I have recovered this from the P.Q. file in view of the enquiry from the Governor of Hong Kong in his telegram attached as No.4 to this file.

There is not the slightest chance of a decision by the end of this month, and I think that we ought to get a telegram off to Sir Alexander Grantham at once to let him know what the position

This could be done most appropriately in a personal message and I attach a draft for this purpose.

If you approve, perhaps the draft could be at-onced and sent to the Telegraph Section on its own, so that consideration of the main issues need not be delayed. These are set out in my minute of the 13th February on this file, which, together with Mr. Cox's minute of the 18th February, are now ready for your consideration.
