You had some correspondence with Lloyd

last year about Hong Kong University and the

recommendations or the Advisory Committee

for its re-establishment and I think you will

wish to know what progress has been made in

obtaining acceptance of the practical issues

involved in the Committee's proposals.

As you know our first step was to seek

the full support of the Foreign Office, since

the main recommendation of the Committee was

that the justification for the maintenance of a

first class University rests on the desirability

of attracting students from China Mr. Creech

Jones accordingly wrote to kir. Bevin on the

24th October proposing that there should be a

joint approach by our two Departments to the

Treasury for a contribution from United Kingdom

funds of approximately £500,000 towards the

£30,000 capital expenditure and £3,000 per annum towards

the recurrent expenditure. The Foreign Office

reply was not received until the 21st December

and was then to the effect that, in supporting

a request to the Treasury for a grant for the

University, they would wish to stipulate that

such a grant should be without prejudice to the

financial requirements of the British Council's

work in China and of the proposals in
