This was confirmed in a letter dated 17th February in which Mr. Bevin agreed to withdraw the conditions which had previously been attached to Foreign Ofiice support. The Foreign Office have since agreed with a draft memorandum which I have prepared for presentation to the Treasury. They are at the moment preparing a joint covering letter from Sir Orme Sargent and Sir T. Lloyd to the Treasury and I very much hope that discussions with the Treasury may open in the near future.

I had intended to send you a copy of this memorandum as a basis for our discussion but have mislaid the copy which I set aside for you. It was, however, included in Mr. Seel's letter to Sir Mark Young.

I am writing to you separately about the other matters which you have mentioned in your last letter.
