Proposal for U.K. assistance was
put to Treasury with full Foreign Office
Treasury reply sought our
support.
views on two questions namely the
respective priorities for projects in the
Far East for which U.K. assistance might
be asked and also the future of Hong
Kong. Reply was sent on these two points
after consultation with the Foreign Offic
Treasury have replied that on the whole
and with some reservations they feel
sympathetic towards proposals but in vie
of change in financial position it seems
clear that this is the sort of scheme
which must go into abeyance.
This reply is now under
consideration with Foreign Office. It is
likely that above view will have to be
accepted but I shall do my best to secure
agreement of Treasury now to favourable
consideration being given to proposal for
direct U.K. assistance for University
as soon as financial situation here
permits.
