You wrote to me about the decision to put into

cold storage, for the time being, your project for

the re-establishment of Hong Kong University. You

are apparently suggesting that we should, in effect,

agree to the scheme in principle now, and that

Hong Kong should go ahead with it, using whatever

funds they can find, on the understanding that we

will reimburse them later on.

I am afraid that we should not feel justified

in accepting even this deferred commitment until our

own situation is a good deal clearer. The most we

can agree is that we should review the project next

year. This being so, it may seem unprofitable to

discuss the matter further: but I may perhaps add that

we are surprised that Hong Kong, in its present

financial condition and in view of its other
