Treasury have now replied to our
further approach for their agreement to
favourable consideration being given to
proposal for direct United Kingdom
assistance as soon as financial situation
here permits.
They are unable to give
such advance agreement and the most they can
say is that the project may be reviewed
next year.
I most regretfully see nothing
for it but to accept this view.
Adoption of this view involves
postponement of decision on Committee's
recommendation that University should be
wound up if their proposals for a larger
But in any event

University is not adopted.
I consider that there would be strong
objections to winding up the University,
and, if you agree, as I hope you will,
next step seems to be for University
Authorities to prepare plans for re-estab-
liahing University so that it can provide
the best possible facilities within the
resources that are likely to be available.
