Gilbert gives the agreement asked for.
I am afraid there is nothing for it now but to
abandon all thought of the scheme for the time being.
The rump of the University will continue to function
and we are asking the Governor to consider what steps
should be taken so that the University may give as
good facilities as possible within the likely available
resources. If and when it appears suitable to revise
consideration of the larger scheme, I hope we shall again
receive your support.

You may be interested to know that we have recently
heard from Hong Kong that substantial contributions might
be forthcoming from Chinese subscriptions if H. M.G.
were to support the scheme for the larger University,
but that we could not expect much from such sources in
the absence of support from H. M.G.
