After your talk with 3ir Thomas Lloyd, we sent a telegram to the Governor 02 Hong Kong, who has now replied, as regards the token grant proposal, that he is of the opinion, as are ambers of the Council, that such a grant from the United Kingdon Treasury would not serve as an incentive to induce local Chinese to make more contributions than they otherwise would.

Sir Alexander Grantham goes on to say that he agrees that it would be a great mistake to wind up the University which he considers should be continued on a pro-war basis until such time as it is possible to expand it.

To close the gap between present revenue and the revenue which it will be necessary to obtain in order to resume pre-war scale activities, it is proposed that the Legislative Council should be asked to vote an annual sum estimated at Al1⁄2 million. As rogards rehabilitation costs, Sir Alexander Grantham considers that there should be a capital grant from United Kingdom funds to cover this expenditure, which he estimates at $4 million. He asks for a reply on the latter point before the end of the month, as he considers it essential that an announcement of polioy regarding the future of the University should not be further delayed.
