1. I send on in red, as it is very desirable that a decision should be taken as early as possible on the question whether we are to accept the Treasury view that the question of the grant of direct financial assistance from United Kingdom funds to the Hong Kong University must be deferred, in view of the crisis. I presume that this decision will be taken by the Secretary of State himself. It is of course a very important one, involving the recommendations made by the Hong Kong University Committee, and one that is bound to receive publicity and may be criticised in Parliament and elsewhere.
2. The original idea was that we should use the Ministerial approach if the official approach failed. Sir Bernard Gilbert offers to put the matter to the Chancellor in his letter, but he also says previously that he imagines that the Secretary of State will accept the Treasury view
