I telephoned Mr. Ballantyne, with reference to 14, to enquiry when we might expect to see the draft letter to the Treasury. I find he has left the Cultural Relations Department of the Foreign Office and has been replaced by a Mr. Mason. Mr. Mason was unfamiliar with the subject but I stressed the urgency of opening discussions with the Treasury as soon as possible.
Mrs. D. Pollock of that Department
is engaged on the draft. I spoke to her also and she said that she would do her best to send it forward to-day. I have also spoken to r. Scott of the China Department and asked him if he will do what he can to ensure that this matter is dealt with expeditiously.
Bring up on Friday if no reply to 14 has been
received by then.

Mr. Montagu-Pollock, who is the Head of the Cultural Relations Department in the Foreign Office, telephoned me yesterday. He said that he thought the initiative in approaching the Treasury should come from the Department on whose vote the grant would be carried; he did not feel that the Foreign Office vote could be regarded as appropriate since they could not be responsible for the administration of the grant which would be effected in a British Colony.
