94 on the '46 rile and X of my minute of 11th December on that file have not yet been considered. In it I suggested that copies of the Advisory Committee's Report should be sent to six individuals in this country and that we should consult the Governor about making further copies available in Hong Kong. As so much time has elapsed I suggest we should now consult the Governor before any further distribution is made.

It is also time, I think, that we sent him some report as to the progress that has been made with regard to the future of the University. Correspondence with Sir hark Young on this matter has hitherto been dealt with semi-officially and I therefore submit a draft letter to him for kr. Seel's signature.

At the same time I suggest writing to Mr. Sloss, apologizing for the fact that no acknowledgement has been made to his letter at 94 on the '46 file and saying that the question or wider distribution of the Committee's Report is being taken up with the Governor who will no doubt be consulting him on the matter.

I understand from Miss Ruston that when you discussed this with her, you took the view that the joint draft should be prepared by the Foreign Office, and that, in consequence of that, she wrote her letter to the Foreign Office at No.14, which is based on the assumption that the Foreign Office are preparing the draft and asks that we should see it.

I am, therefore, sending on this file with the draft submitted by Miss Ruston, which I have amended in certain respects.
