I send this on only because you have been led to expect that this matter would be taken up at the Ministerial level by Mr. Bevin and yourself with the Chancellor and have recently asked me when a memorandum wube coming forward to you.

On the whole I think that the Foreign Office advice that we should go in at the Permanent Under Secretary level in the first instance is sound. This will leave us with the Ministerial approach in reserve if we are rebuffed as we may well be now that the Treasury are so concerned to reduce all charges on the U.K. Exchequer. The joint letter from Sir Orme Sargent and myself should, however, make it clear that the whole matter has been fully and care- Tully considered between the two Ministers and has their support.
