We tabulate below the labour requirements which, as far as we can see, would be required to implement these proposals. For clearing we have based our estimate mainly on the proposals for the East African Groundnut Scheme but have modified the proportion of Europeans to Africans in the labour force in the light of recent experience in East Africa, i.e. we have taken as the basis of our calculations sixteen Europeans to each battery of twenty 150 h.p. bulldozers and fifty Africans to each European.

We have also taken 8,000 acres as the amount such a battery would clear in a year. On this basis the man-power for clearing would be as follows: (a) Damaturu
