THE XOWLJON BOIZYT

The Kowloon Walled City affair has developed into bloodshed. It is worse than the day 30 incident in 1998. is the most horrible expression of imperialism, a unique humiliation in the history of China. The affair shoul- be observed in the following light:

(1) The sovereignty of Fowloɛn. The Treˇty Bighed in 1898 between the two countries allowed Chinese officials to stay in Kowloon to exercise their duty provized thrt they do not in- terfere with long on ilitary defence. (It did not entitle the Hong Kong Government to force Kowloon residents to remove their properties). It is clear therefore that China still retaina her sovereignty in Kowloon: in fact it is still a district under the control of Pao Shan Magistrate of "wangtung Province. There is absolutely no reason for the Hong Kong Government to take any compulsory mensures against the residents

If the Bons or to cancel our sovereignty over the dominion. But instead of referring the matter to mutual reaty end settling it by seaceful negotiation, the British Government have resorted to Police action and bloody measure5 showing the fierce face of imperialists. No wonder this has aroused nation- wide indignation.

(8) How Shall e Face the situation? It is not time to talk of war or peaceful negotiation. It is useles. to refer che matter to the ecurity Council.
