DO HEREBY PROCLAIM AND ORDER:·

PRELIMINARY
1. This Proclamation may be cited as the Moratorium
Proclamation.
2. In this Proclamation unless the context otherwise
requires:-
Controller" means the officer for the time being
performing the duties of Controller of Finance and
Accounts under the British Military Administration;
"dealing" in relation to land means any transaction
between parties, of whatever nature by which land is
affected and includes a caveat;
"debt" includes any form of claim or obligation for
the payment of money;
"financial institution" means any person or body
of persons whether incorporated or not carrying on the
business of banking including the receiving of money on
current account or on deposit or of granting credit in
any form or of dealing in foreign exchange or of
maintaining safe deposit facilities;
