(b) a lien or quitable mortgage by deposit of documents
of title with a financial institution, for which the written approval of the Controller cr any officer authorised by him in that behalf has been obtained.
Provided that the Chief Civil Affairs Officer may by general or
specific order, and upon such conditions, if any, as he may think fit, modify or terminate the restriction contained in this article or grent exemption in respect of any dealing or class of dealings in land.
ARTICLE 9
Registration prohibited
Except in respect of dealings permitted under the provision of section 8, no dealings in land and no instrument effecting any dealing in land, shall be registered at any Land Office.
Article 10
Instruments avoided
Any instrument purporting to effect any dealing in land contrary to the provisions of this Part shall be void,

Article 11
Penalties
Any person contravening the provisions of this Proclamation shall, on conviction by the Standing Military Court, be liable to imprisonment for a term not exceeding five years, or to a fine or to both such imprisonment and fine.
