who, when the contract was made or the expense was
incurred, was ignorant of the same being in contravention
of this Ordinance.
Punishment of illegal payment, employment, or hiring.
3.17 (In U.K. £100)
21.- (1) A person guilty of an offence of illegal
payment, employment, or hiring shall, on summary conviction,
be liable to a fine not exceeding two thousand dollars.
(2) Where an offence of illegal payment, employment,
or hiring is comitted by a candidate, or with his knowledge
and consent, such candidate shall be guilty of an illegal
practice.

Where upon the trial of an election petition it
is found by the Court that illegal practices or offences of
illegal payment, employment, or hiring, committed in
reference to the election questioned by such petition for
the purpose of promoting the election of a candidate at that
election, have so extensively prevailed that they may be

reasonably supposed to have affected the result of that
election, the Court shall report such finding to the Governor
and to the clerk of the Council, and the election of the
candidate, if he has been elected, shall be void, and he
shall not be capable of being elected to or of holding office
as a member, officer, or servant of the Council during a
period of three years from the date of the report.
