We have in this Colony no legislation on the subject of
Corrupt and Illegal Practices in connection with Elections.
There are a number of English Statutes which deal with
the subject, namely:-
The Corrupt Practices Prevention Act, 1854,
(17 and 18 Vict. c.102)
The Corrupt and Illegal Practices Prevention Act, 1883,
(46 and 47 Vict. 0.51)
The Corrupt and Illegal Practices Prevention Act, 1895,
(58 and 59 Vict. c.40)
The Municipal Corporations Act, 1882,
(45 and 46 Vict. c.50 Part IV)
The Municipal Elections (Corrupt and Illegal Practices)
Act, 1884, (47 and 48 Vict. c.70)
The Representation of the People Act, 1918,
(7 and 8 Geo.V. c.64)
The attached draft has been prepared on the main lines of

the Municipal Elections (Corrupt and Illegal Practices) Act, 1884,
but as this Act legislates to a considerable extent by reference
to Schedules in which extracts from earlier legislation are set
out, the early sections of the draft (sections 4 to 7) are devoted
to setting out the actual definitions of those acts, etc. which
constitute corrupt and illegal practices.
A good deal of matter which appears in the English Act has
been cut out as such matter is incorporated in either the Municipal
Electors Ordinance or the Municipal Council Ordinance, (for example
the disabilities imposed on electors and candidates in consequence
of corrupt and illegal practices).
