4. Unless the Council shall otherwise direct, each

polling district shall be given a distinctive letter or

combination of letters and the same shall be clearly marked

on each page of the register relating to such polling

district.

5. Where the name of an elector is entered in the

register of more than one constituency, the registration

officer shall place before his name an asterisk or other

distinctive mark.

Application for Registration.

Every application for registration as an elector

shall be in the prescribed form and shall be signed by the

person claiming to be entitled so to be registered and shall

be lodged with the registration officer.

7. The registration officer shall cause to be printed

and made available to the public supplies of the prescribed

form, together with such instructions, if any, as he may

think necessary for the guidance of applicants.

8. The registration officer shall, as soon as may be

after the 1st November in each year, cause to be published

in one or more newspapers, both English and Chinese,

published in the Colony, notice stating -

(a) the place or places at which the prescribed

forms may be obtained, and

(b) the times within which and places at which

applications for registration may be lodged.

9. The registration officer shall consider all

applications lodged with him in accordance with these rules

and, if he considers that the application may be allowed

without further inquiry, shall enter the name of the

applicant on the electors list.

10.

If the registration officer is not satisfied that

any such application can be allowed without inquiry, he shall

give at least five clear days' notice to the applicant of

the time and place at which the applicant will be heard on
