(b) by any such order as aforesaid or by any

subsequent order alter, in connection with the

first register, any registration dates,

including any date governing the qualifying

period;

(c) for the purposes of the preparation of the first

register of electors discharge all the functions

imposed on the Council by this Ordinance.

24.

If any difficulty arises as to the preparation of

the first register or the holding of the first elections

after the commencement of this Ordinance, the Governor may

by order do any matter or thing which appears to him necessary

for the proper preparation of the register or the proper

holding of the elections.
