The Governor in Council may prescribe the maximum
scale of election expenses which may be incurred by or on
behalf of any candidate.

(1) A person other than the election agent of a
candidate shall not incur any expenses on account of holding
public meetings or issuing advertisements, circulars or
publications for the purpose of promoting or procuring the
election of any candidate at an election, unless he is
authorized in writing to do so by such election agent.
(2) If any person acts in contravention of this section
he shall be guilty of a misdemeanour end on conviction on
indictment shall be liable to imprisonment for a term not
exceeding one year or to a fine not exceeding three thousand
dollars.
(3) Any expenses incurred on account of any such purpose
as aforesaid by the election agent of the candidate shall be
duly returned as part of the candidate's election expenses.

COMMENCEMENT OF ORDINANCE AND TRANSITIONAL
PROVISIONS.
22. This Ordinance shall come into operation on such
date as may be fixed by Proclamation of the Governor.
23. Notwithstanding anything in this Ordinance, the
Governor may
(a) by order appoint a registration officer and such
deputy registration officers as he may think fit
for the purposes of the preparation of the first
register of electors and the officers so appointed
shall have all the duties and may exercise all the
powers imposed and conferred on a registration officer
by this Ordinance and the provisions of this Ordinance
shall apply to the preparation of the register by the
registration officer so appointed, mutatis mutandis;
