MUNICIPAL ELECTORS ORDINANCE

This draft Ordinance defines the Franchise and

prescribes the procedure for the registration of electors.

It is based very considerably on the Representation

of the People Act, 1918, but the provisions relating to the

franchise are home-made because the qualifications of

electors are entirely different from those required in the

United Kingdom.

Wide transitional powers are given as there will be an

urgent need for proceeding with the preparation of the

registers if there is a decision in favour of a Municipal

Council.

A draft form of application for registration as an

elector is attached to these notes (see s.3(2) and Registration

Rule No.6 (Second Schedule)). This form would be presccribed

by the Governor in Council (s.15(2)).
